Best Assigns VASCO Re Debt Rating

A.M. Best Co. has assigned a debt rating of "bb" to the $50 million senior secured floating rate notes, due June 5, 2009, issued by VASCO Re 2006 Ltd. (the issuer), a newly created Cayman Islands exempted company licensed as a Class B insurer.

"The primary business purpose for the creation of the issuer is for the issuance of the notes and servicing and performance of the various agreements entered into, including the reinsurance agreement, bank deposit agreement and other related activities," Best explained.

"Proceeds from the issuance of the notes will be deposited into a collateral trust account and will be available to pay any loss payments required to be made by the issuer under a multi-year reinsurance agreement entered between the issuer and Balboa Insurance Company and its affiliates (ceding insurer)," the bulletin continued.



Travels With Congress

Child of the Day

Hide-and-seek is his favourite game - whether he is playing with his six-year-old brother, or with his schoolmates at First Steps Academy.

Though only four years old, one of Liani's best friends is a police officer, and, his Mom, Mary, verified this as true. "His name is Tony," he said.

Though he was a little shy at first in front of strangers, Liani was quite decisive about what he liked to eat.

"Hamburgers and Fruit Loops" are two of his favourite things to eat.

As far as regular television viewing is concerned, he was again very decisive.

Liani said that adventure shows are his favourite. He revealed that for him, top-viewing pleasure comes from watching Discovery Kids.

Portraying the wrong image

Some time ago, probably about 3-5 months ago, I remember visiting a club on Seven Mile Beach. As I entered the club, I noticed there was a quarrel taking place between a female security guard and a female patron who was in the process of leaving the establishment.

The security guard, from one of the smaller islands (I recognized the island from her accent), was speaking to the patron in a cool voice, telling the female patron that she had to leave. Apparently the female patron seemed very inebriated.

I stopped to listen to what was going on (perhaps foolishly so), and came to understand from the content of the conversation, and from onlookers nearby, that the female patron had apparently had too much to drink, and as she was being escorted out by her friend, I understood that the security guard had previously asked her to leave.



Tropical depression update

A tropical depression that formed this morning in the Caribbean Sea was the first of the 2006 Atlantic hurricane season, which scientists predict could produce up to 16 named storms, six of them major hurricanes.

The depression was expected to become the year's first named storm - Alberto - as it veers toward Florida but was not expected to become a hurricane.

"It will be relatively weak in terms of wind, but that doesn't mean it's going to be weak in terms of rainfall," senior hurricane specialist Stacy Stewart said.

Last year's hurricane season was the busiest and most destructive in recorded history. Hurricane Katrina alone devastated Louisiana and Mississippi and was blamed for more than 1,570 deaths in Louisiana alone.

The depression that formed Saturday, nine days after the official start of the season, had maximum sustained winds near 35 mph, just below the 39-mph threshold for a tropical storm, according to the National Hurricane Center.

WASHINGTON - Another month, and Congress is pouring more money into the extravagant marble-lined Taj Mahal officially called the Capitol Visitor Center. The much-delayed three-story project is buried from public view under five acres of the Capitol's east front.

Original 2001 cost estimate: $265 million.

"Official" cost estimate in February 2005: $455 million.

Latest price tag: $584 million.

Original opening date: December 2005. Latest projected opening date: August 2007 - but don't bet on it.
